[OPEN/MINGLE] WAR COUNCIL - the third assembly
Who: Anyone interested in the War Council
What: MINGLE LOG! A meeting of defense-minded people, with the goal of developing plans so that the city will be more prepared in the event of possible future emergencies.
When: OOCly, backdated to 10 January.
Where: Nādhirhöll, in Tyr's territory.
Rating: PG? Discussions of violence, could get graphic here and there.
A [handwaved] message, similar to the first and second ones, goes out on the network naming a time and a place for a meeting of the War Council and inviting any interested parties who might wish to become members: Nādhirhöll in Tyr's territory, mid-day, three days hence.
The meeting room is large and lovely, offering more than enough space for whoever might show up, and there's salted bread to eat (which may strike people as a little bit strange) and water to drink. The three people who called the meeting over the network are there before everyone else is, waiting, mostly welcoming and anxious to see everyone settled comfortably before they begin.
The young man with red hair, Robb Stark, is feeding strips of bacon to a huge grey wolf, and his dark-haired brother, Jon Snow, is giving a similar treat to a white wolf with red eyes. The wolves look much alike other than their coloring and the fact that the white one, while still huge, is a little smaller than the grey, and they remain mostly calm through the course of the meeting.
For Daenerys's part, a small black dragonet rides on her shoulder, the same one people might have seen in the castle a month earlier.
If you recognize them, you know that, since the last battle, they've been keeping to themselves more than they had before. Jon and Robb both died in that battle. Daenerys won it in a moment of grief and fury after Jon fell. Appearances at subsequent events have been brief.
There is no consistent level of deference between them: Jon, in particular, has a commanding, businesslike demeanor, one that suggests that he's used to running meetings like this one, but he occasionally seems to catch himself with a brief glance at one of the others and pull back from it a little, and for those who were at the first meeting, he's more subdued than he was then. All three of them listen closely to what others have to say.
Once the meeting is running, they explain that the goal is to develop plans so that people know what to do and where to go in the event of future attacks, and have a chance of surviving them, because it's better not to die if you don't have to. They ask people to discuss several topics:
Several gods may also be observing, but they may not be visible. At a minimum, these include Heimdall, Mimir, and Frigg.
[OOC: This is a mingle, so use this list to set up your own starters! The three characters who set up the meeting will likely have their own starters in the comments like everyone else, so if you want to talk to one of them, replying to them there once they've been posted is the way to go.
For your own starters, you could have your character addressing one or more of these questions and let other people reply to it within the meeting itself, or you could summarize what your character says during the meeting and have your open starter be geared more towards mingling after the meeting, or etc.
You could also make what groups you signed up for (basically, what your character is bringing to the table) part of the subject line if you wanted!
Plotting: There is a War Council channel in the game's Discord server, but this should not need significant plotting. It's mostly an informational meeting, with the idea that reasonable strategic action that War Council members take during battle events is part of what they're supposed to be doing as members. In other words, to an extent, your event plotting is your War Council plotting.
If you don't really want to thread here, but do want your character to have been present at the meeting, it's completely cool to post a closed OOC comment briefly mentioning that they showed up, and maybe anything they might have had to contribute.
Finally:
As far as placement, the subgroups are Fighters/strategists, Support (healers, others helping during a battle who are not actively engaged in combat), and Others (like research, preparation, training, etc). The choice is an IC one by your character, and people helping with research/preparation/training/etc (things that happen outside of a battle situation) can be in one of the other two groups. It's just loose logistical organization, not a contracted agreement about your future approach to events or anything like that.]

- The major threats in their own worlds, especially if they're not human
- How those threats are typically fought, or if they're considered unbeatable, and why
- What each person's experience with combat and defense, or related subjects like medicine, are in their own worlds
- If they have any particular suggestions for this city: there is already an alert function on the network, similar to sounding an alarm or blowing a war horn
- What types of threats should be considered and what types the assembled wanderers can reasonably address: the three initiators of this will discuss threats that come up from under the ground, threats that come over land, and threats that come from the sky
- Whether they should develop combined strategies for more than one kind of threat
- What did and did not work in the battle against the Army of the Dead (Jon looks particularly reluctant to discuss this)
- Training (which both Robb and Jon will address, but Jon will defer to Robb as "the Heimdall man")
- A suggestion to break into smaller groups after the main part of the meeting has finished: for example, the three people who initiated this do not intend to direct the medics. They want the medics to get together, make decisions, and communicate what they've decided back to the rest of the group, and will likely direct any new interested medics to an established one like Wen Qing.
